How to Compare Solar EPCC Quotations in Malaysia
Sources reviewed: 17 October 2026. This guide is for factory owners and procurement teams reviewing rooftop solar proposals in Peninsular Malaysia.
Compare solar EPCC quotations by putting capacity, scope, assumptions and responsibilities on the same basis before comparing price. EPCC means engineering, procurement, construction and commissioning. A lower quotation is only a meaningful saving if it covers the work and performance obligations your facility needs.
What should every supplier price against?
Prepare one project brief and issue the same information to each bidder. Include the facility address, bills, operating hours, available load data, roof information and known production constraints. State the ownership arrangement being evaluated and list the decisions that remain open.
Ask bidders to return a list of assumptions alongside their price. If one assumes unrestricted roof access and another includes weekend working, request a comparable alternative before choosing between them. Use our factory solar sizing guide to identify the data needed for the capacity assessment.
A solar quotation comparison checklist
The following is a suggested buyer’s worksheet. Add a column for each bidder and record the proposal page that supports each answer.
| Comparison item | Evidence to request |
|---|---|
| Capacity | Panel kWp DC, inverter kW AC and the reason for the selected size. |
| Equipment | Specific models, quantities, datasheets and substitution approval process. |
| Roof work | Assessment scope, mounting approach, repairs and responsibility for roof interfaces. |
| Electrical work | Connection scope, switchboard changes, protection and metering assumptions. |
| Delivery | Access arrangements, lifting, work windows and shutdown coordination. |
| Approvals | Named responsibilities for submissions, studies, fees and outstanding decisions. |
| Handover | Test records, drawings, monitoring access, training and acceptance criteria. |
| Aftercare | Warranty handling, maintenance scope, response commitments and exclusions. |
Mark an unanswered item as unconfirmed, not included. Request clarification in writing and retain the response with the quotation so the agreed scope survives staff changes and later project discussions.
How should you compare generation and savings forecasts?
Ask all bidders to show the input period, generation assumptions, demand profile, on-site consumption and export treatment. Separate generation in kWh from bill savings in ringgit. A higher annual generation estimate does not automatically produce higher savings if the factory cannot use or receive value for the additional output.
Have the finance team compare forecasts using a common tariff basis, project period and operating-cost assumptions. Ask each bidder to explain differences rather than averaging incompatible forecasts. Our industrial solar payback guide provides a framework for reviewing the financial inputs.
Treat a forecast, an equipment warranty and a contractual performance commitment as separate items. If a proposal promises a result, ask how it is measured, which conditions apply, who checks it and what remedy is offered. Do not assume that a marketing statement has become an enforceable project obligation.
Which provider credentials should you verify?
For Solar ATAP applications, SEDA states that applicants must appoint a Registered PV Service Provider. Check the actual legal entity responsible for submission, installation and ongoing support, especially where subcontractors are involved.
Use SEDA’s online systems page to reach its provider directory. The directory’s published disclaimer explains that a listing is not a SEDA recommendation or endorsement. Ask separately for relevant project references and the qualifications and registrations required for the proposed work. Verify the current status of the entity named in your proposal.
For references, request comparable project scope and an authorised contact. A photograph or capacity figure alone does not establish who designed, installed or maintains the system.
How can exclusions change the real project price?
Create a separate schedule for excluded and provisional work. Assign responsibility and establish how it will be priced before awarding the project.
For example, quotation A might exclude roof repairs while quotation B includes an allowance. The apparent price difference cannot be evaluated until the roof scope and allowance basis are understood. This is a comparison example, not a statement about any supplier’s pricing.
Also ask which payment milestones depend on delivery, installation, testing, approvals and final documentation. Set the acceptance evidence before signing rather than trying to negotiate it after the equipment is installed. Our commissioning and handover checklist helps define those deliverables.
Common procurement questions
Is price per kWp a useful comparison?
It can be a screening measure when the capacity definition and included scope match. It does not capture roof work, electrical changes, service obligations or the quality of the underlying generation assumptions.
Should the cheapest compliant quotation win?
Use the company’s procurement criteria. A practical evaluation should consider delivery risk, documented scope and lifetime responsibilities alongside price. Record the reasons for the decision so the project team understands what was purchased.
