Factory Solar Commissioning and Handover Checklist in Malaysia
Sources reviewed: 17 October 2026. This guide supports owner-side planning for factory rooftop solar in Peninsular Malaysia. It is a handover checklist, not an electrical testing procedure.
A useful solar handover demonstrates what was installed, what was tested, which approvals apply and who will operate the system. Panels generating electricity do not, by themselves, demonstrate that every contractual deliverable is complete. Agree the acceptance criteria and document list before construction starts.
How are commissioning and handover different?
Commissioning checks the installed system against the applicable design, requirements and agreed test plan. Handover transfers the records, access and operating responsibilities the owner needs after installation. Both should be planned as project deliverables.
The U.S. Department of Energy’s PV installation and commissioning guidance recommends establishing a commissioning plan before construction and covers documentation, array testing and whole-system performance testing. These are useful technical principles; the responsible project professionals must establish the Malaysian requirements and test scope for the actual installation.
What belongs in the handover pack?
Use the table as a proposed document register when discussing your EPCC contract. The applicable statutory forms and approvals depend on the installation and programme.
| Record | Owner’s acceptance question |
|---|---|
| As-built drawings | Do the final layout and electrical drawings describe what was actually installed? |
| Equipment register | Are models, serial numbers and equipment locations recorded? |
| Commissioning results | Are the test scope, dates, responsible personnel, results and outstanding items identifiable? |
| Programme and connection records | Which approvals and documents apply, and are any steps still pending? |
| Monitoring access | Can the nominated owner representative log in and obtain the agreed data? |
| Warranty documents | Who receives claims, what evidence is needed and which costs are excluded? |
| Operating information | Are authorised procedures, training records and escalation contacts available? |
| Outstanding-work register | Does every unresolved item have an owner, agreed action and target date? |
For Solar ATAP, SEDA’s application information lists documents including Forms G and H, supporting drawings and test results, and a Solar ATAP testing and commissioning form. Confirm the current submission requirements with the appointed provider; an owner’s document register is not a substitute for programme compliance.
For SELCO, section 6 of the Energy Commission’s June 2026 guidelines requires testing and commissioning by a qualified Competent Person, signed Forms G and H, and copies retained by the consumer. Ask the provider to identify the records applicable to your project route.
How should acceptance criteria be written?
Describe evidence that can be checked. “Monitoring complete” is ambiguous. A more useful project requirement might say that the owner’s nominated representative can sign in, see the correct equipment and download the agreed reporting data. Set the exact scope and permissions in the contract.
Likewise, distinguish a submitted application from an approval, and completed testing from closed defects. Ask the project manager to show which milestone each record supports. If a document is provisional, label it and identify when the final version is due.
Any performance acceptance test should state its measurement period, conditions, method and treatment of interruptions. A single screenshot of peak output cannot establish annual generation or annual bill savings. Compare actual results with the agreed test method, not with a different sales estimate introduced at handover.
What should the facility team demonstrate before handover closes?
Arrange a walkthrough appropriate to each person’s role. The office team may need reporting and warranty contacts; the facility team may need the approved operational information and escalation process. Electrical work and testing remain with appropriately qualified personnel.
Ask the team to demonstrate that it can:
- Locate the latest drawings, equipment list and commissioning records.
- Access the monitoring account using the agreed owner permissions.
- Identify who reviews alerts and who receives a fault report.
- Find the authorised procedures and emergency contact information.
- Explain how maintenance, access and production interruptions are coordinated.
Do not share personal passwords as a handover method. Agree named accounts, ownership and a process for removing access when staff or contractors change.
How should unresolved items be handled?
Keep a written outstanding-work register with the issue, impact, responsible party and closure evidence. Ask the responsible professionals to identify anything that prevents safe operation or the relevant approval. Commercial acceptance decisions should follow the contract and the company’s approval process.
For example, a missing operating manual and a failed required test are different problems. Both need a recorded resolution, but they should not be treated as interchangeable administrative items. Agree how completion will be verified rather than closing the register on a verbal assurance.
Common handover questions
Does commissioning prove the promised annual savings?
No. Commissioning verifies the agreed checks at the time of testing. Annual savings require operating data and a comparison that accounts for electricity use and the relevant billing arrangement.
Who should keep the records under a PPA?
Agree custody and access between the investor, provider and factory. Even where another party owns the equipment, the facility needs the information required for its responsibilities and incident coordination.
Plan the first operating review
Before handover closes, schedule a review of monitoring completeness, open items and service responsibilities. Use the factory solar maintenance guide to define ongoing care, and the underperformance guide if generation raises questions.
Discuss Solar EPCC delivery with Candela and include the handover register in your project brief. Our quotation comparison checklist helps keep these obligations visible during procurement.
